There also needs to be an establishment of rules and regulations for inner commerce and trade, the establishment of a currency. Once this is done, more tasks and functions need to be assigned and will naturally grow, as the needs of the people become aparent. Once security, and basic needs are met, others will start developing.

The most challenging task would be to really get the people in the new state to collaborate and think in terms of the group, and not merely the individual welfare. Managing people to agree to the rules, regulations and processes that are being agreed upon, and also work under them.
