They use this pattern to create emphasis on certain words or phrases, and the rhyme scheme. Comparatively, "Ozymandias" is in one bulk, like a paragraph. The form creates meaning in both. In the first poem, they use the rhyme scheme to keep you interested and thinking about the meaning of the poem.
